Elective Home Education data

Jonathan Fagg made this Freedom of Information request to Knowsley Metropolitan Borough Council as part of a batch sent to 171 authorities Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

The request was partially successful.

Dear Knowsley Metropolitan Borough Council,

As a freedom of information request, please provide the following data on Elective Home Education (EHE):

1) The number of school pupils who were newly registered as EHE each academic year for:
-2018-19
-2019-20
-2020-21
-2021-22
-2022-23
-2023-24

2) If time allows, please could you also provide the total number of school pupils who were registered for EHE in each of the same academic years (this time the total number rather than just those newly registered).

3) Additionally, if time allows, please could you provide the number of pupils who have moved from elective home education back into school in the same academic years?

Please could you respond to these questions using this form: https://forms.office.com/Pages/ResponseP... - this would make collecting data much easier as we are asking all local authorities for information.

Yours faithfully,

Jonathan Fagg

Dear Knowsley Metropolitan Borough Council,

Please could I follow up on this again - from the response, I am unclear whether the first answer refers to newly home educated or total home educated children. I am not sure if the second and final part - which has lower figures - is about those that are no longer EHE - or newly EHE. Please could you clarify this and send the answers to each question as an attachment to avoid any formatting confusion?

Dear Sir/Madam,

Thank you for your Freedom of Information request.  In order for us to log
your request I would be grateful if you could submit your full name.  This
is following ICO guidelines, please see below.

Section 8 states that a request for information should state the name of
the applicant.

NOTE: This is not an Is this a valid What would the ICO’s approach likely
exhaustive list. request? to be?

Example

The applicant only No Albeit that the Act only states that
uses one name e.g. “the” name of the applicant is
Adrian or initials required rather than ‘the full’ name
e.g. S.P.H. of the applicant, the Commissioner
would not consider it unreasonable to
ask for a full name to be provided.
This is also appropriate given that
it could lead to unnecessary
confusion/delay/possible data
protection breaches if applicants
cannot be distinguished from one
another.

Dear requester,

The first question you asked in the FOI was for Knowsley to provide 'The
number of school pupils who were newly registered as EHE each academic
year'. As you requested, we have provided the figures for newly registered
EHE pupil in each year stated. For example, in 20/21 there were 86 newly
registered EHE pupils that academic year.

In the second part of the FOI you asked Knowsley council to 'provide the
total number of school pupils who were registered for EHE in each of the
same academic years'. As you requested, we have provided the total figures
(cumulative) in each year stated. For example, in 20/21 there was a total
of 113 pupils registered EHE. In reference to the first question 86 of
these were new to EHE that academic year.

The third part of the FOI you asked Knowsley council to ' provide the
number of pupils who have moved from elective home education back into
school in the same academic years'. As you have requested, we have
provided figures for the number of children who reregistered for schools
in each academic year For example, I 20/21 there were 23 pupils who went
from EHE back into education at a school.

The figures match exactly the question you have asked in each section.

I hope this helps.

Kind Regards.
