Elective Home Education Adviser: role, remit & qualifications

Dear Leicester City Council,

Your Elective Home Education Policy states, "...EHE Advisers are trained and qualified in the law and home education methods and competent to confirm the suitability and appropriateness of Elective Home Education provision." (April 2015, paragraph 8)

Please would you provide me with the following information:

1. The role and remit, and the required qualifications and experience, of an EHE Adviser.

2. The number of EHE Advisers currently in post.

3. The relevant qualifications and experience of the EHE Advisers currently in post, and their dates of appointment.

4. The initial training undertaken by each of the EHE Advisers currently in post, including:
a) how, and by whom, that training was delivered,
b) how its content and quality was verified,
c) how it equipped the trainee with a knowledge of the law on home education, and
d) the dates on which the training took place.

5. Any further training or continued professional development (CPD) undertaken by each of the EHE Advisers currently in post, including:
a) how, and by whom, that training was delivered,
b) how its content and quality was verified,
c) how it equipped the trainee with a knowledge of the law on home education, and
d) the dates on which the training took place.

6. The circumstances which cause the EHE Adviser to carry out an assessment of home education provision.

7. The legal authority that allows, or requires, in those circumstances, the EHE Adviser to carry out an assessment.

8. The criteria and the evidence to which the EHE Adviser refers when assessing home education provision.

9. How the EHE Adviser makes a judgement about the home education provision, based on those criteria and that evidence.

I understand that you are unable to disclose personal information, so I have rephrased two of my previous questions (4 and 5), in the hope that you will be able to provide me with general information about Council practice, rather than information specific to any individual (question 1).

If at all possible, I would also be grateful for clarification regarding the Council's EHE policy and its approach to assessing home education provision (question 2).

1. Has Leicester City Council offered its EHE Advisers any training in "the law and home education methods"? If it has:
a) what form did that training take, and
b) how was its content and quality verified?

2. Which section numbers of the Council's EHE policy describe:
a) the circumstances which cause the EHE Adviser to carry out an assessment of home education provision (either as a general practice or in response to specific circumstances),
b) the legal authority on which the policy is based, that allows, or requires, in those circumstances, the EHE Adviser to carry out an assessment,
c) the criteria and the evidence to which the EHE Adviser refers when assessing home education provision, and
d) how the EHE Adviser makes a judgement about the home education provision, based on those criteria and that evidence?
