Thank you for your enquiry received on the 17 November 2014.  You have
asked for "All communication your authority holds on 47-48 and 49-50

I can confirm that English Heritage holds information that falls within
the scope of your request and that, under the Environmental Information
Regulations 2004 (EIR), I am able to provide you with that information. 
You will find the relevant material comprising application, reports,
letters and emails attached to this email.
 
Please note that a single application for de-listing was originally made
which covered both properties; for administrative purposes, English
Heritage split this into two separate applications.  The reference numbers
1420086 and 1420633 refer to 47-48 Hawley Square; 1420662 and 1420663
refer to 49-50 Hawley Square.

Information that is exempt under Regulation 12(3) of the EIR:
Please be aware that I have removed some information from the attached
correspondence as it is exempt from disclosure under Regulation 12(3) of
the EIR.  This is because it is third party personal data and its
disclosure would breach one or more of the data protection principles in
the Data Protection Act 1998.
 
Information that is exempt under Regulation 12(4)(e) of  the EIR:
This exception from disclosure is concerned with internal communications. 
The attached material includes internal emails between members of English
Heritage staff and therefore the exception is engaged. 
 
Exception 12(4)(e) is subject to a public interest test which means that I
must consider whether the public interest in maintaining the exception
outweighs the public interest in disclosing the information:-
 
In favour of disclosure I have considered the argument that it is in the
public interest for English Heritage to be transparent and accountable
throughout the designation process.  It is therefore in the public
interest that English Heritage is open in the way that it operates and
making such communication public helps to ensure the transparency of our
work.
 
Whilst I am aware of the presumption in favour of disclosure that is
contained within the EIR, in favour of maintaining the exception I have
considered the argument that it is important to protect internal
deliberation and decision-making processes.  It is important that staff
feel able to discuss matters freely and frankly.  It is important that the
'private thinking space' of staff is protected, and that staff feel able
to discuss matters freely in a safe environment.  To make the
aforementioned communications public could prejudice English Heritage's
position on the subject matter and directly diminish the reliance we can
place on the advice, opinion and subsequent response having been fully
considered and presented without fear or favour.  There is therefore a
strong public interest for such correspondence not being made public.
 
Having considered the above arguments I have concluded that the public
interest is best served by maintaining the exception in Regulation
12(4)(e).  I have therefore redacted information from two of the emails in
the attached document 'Emails.pdf'.  The first of these appears on page
35, the second appears on pages 43 and 46.
 
I hope that the information I have been able to provide is helpful to
you.  If, however, you are unhappy with this response you may request an
internal review.  Details of our review procedure are attached.
