In your email which we received on 9th November 2017, you asked for the following information:

Please provide all copies of internal emails and notes of meetings and telephone conversations between officers and councillors within Harrogate Council concerning the EIA Regulations and EIA Screening requirements under those EIA regulations.

In response:

The Information Commissioner’s Office have indicated that all enquiries relating to planning information not contained on a public register are to be dealt with under the Environmental Information Regulations 2004 (‘EIR’).

We do not hold any information around general correspondence exchanged between councillors and officers concerning EIA regulations or EIA Screening requirements. There may be case specific correspondence on application files between specific members and the case officer, but this information will already be held in the public domain against the planning application number on our public access website (https://uniformonline.harrogate.gov.uk/o.... On public access you can conduct a simple search, for example using the keyphrase 'EIA'. Against each application you can click on the Documents tab and 'View associated documents'.

As we do not keep a register of such correspondence, the only method of locating the information would be to check any/all documentation against all applications. As these documents will already be published, the information is exempt from both FOI and EIR.
