EHCPs and SEN transport

Good afternoon,

The following is a request under the Freedom of Information Act 2000. I am requesting:

1) As of 31/12/2020, how many young people had Education Health and Care Plans (EHCPs)?
2) As of 31/12/2021, how many young people had Education Health and Care Plans (EHCPs)?
3) As of 31/12/2021, how many young people with an EHCP were placed in provision in the boundaries of a different local authority?
4) In reference to the figure provided in response to question (3), please break the figure down by local authority
5) As of 31/12/2021, how many young people in receipt of SEND transport funded by the local authority were taken to their education setting on their own (i.e. they are the only young person) in a taxis

I would like to receive the information electronically in a spreadsheet.

If the decision is made to withhold some of this information using exemptions in the Act, please inform me of that fact and cite the exemptions used.

1) As of 31/12/2020, how many young people had Education Health and Care

This information is published annually as part of the SEN2 return and is
readily available in the public domain through the following data
collection website under the relevant SEND section; [1]Schools, colleges

2) As of 31/12/2021, how many young people had Education Health and Care
Plans (EHCPs)?

1666 however this figure is in the process of being ratified for
submission in our annual SEN2 so is subject to change.

3) As of 31/12/2021, how many young people with an EHCP were placed in
provision in the boundaries of a different local authority?

SEN2 Data captures the following categorisations of placement;

This does not capture location.  We may be able to obtain this information
however as the system is live it would only cover the date requested, not
the specific date asked.

As of 15/02/2022 we have 434 pupils of the above categories places in out
of borough provision.

4) In reference to the figure provided in response to question (3), please
break the figure down by local authority

We may be able to obtain this information however as the system is live it
would only cover the date requested, not the specific date asked.

I have reviewed our live spread sheet and due to the way our data is
captured I am unable to break down the above 434 pupils into different
local authorities without manually reviewing each file.  This would be in
excess of 72 hours work and therefore will not be processed.

5) As of 31/12/2021, how many young people in receipt of SEND transport
funded by the local authority were taken to their education setting on
their own (i.e. they are the only young person) in a taxis

We may be able to obtain this information however as the system is live it
would only cover the date requested, not the specific date asked.
