EHCP transition

Dear Greenwich Borough Council,

I am working on a story for BBC London News and BBC Radio London looking at how straightforward and successful the transition from Statements of Special Needs to Education Health Care Plans has been, and whether it has been possible to complete this transition before the deadline of April 1st 2018.

Please respond to these questions as quickly as possible to enable me to gauge a London-wide picture of the current situation and why this might be.

1. How many children or young people in your borough have been identified as having special educational needs?
2. How many of these children or young people have either a Statement of Special Needs or an EHCP?
3. How many EHCPs have been finalised in your borough before the deadline of 1st April 2018 and how many are still in process?
4. How many children in your borough are still awaiting transition to an EHCP from a Statement of Special Needs as of April 2018?
5. For what reasons are children in your borough still awaiting transition to EHCP from a Statement?
6. How many of the total completed EHCPs are currently going to tribunal, or have been to tribunal in your borough since they were transitioned from a Statement of Special Educational Needs to an EHCP?
7. For what reason are these going to tribunal?

As of 18th Jan 2018, a total of 1648 children have a statement of SEN or an EHCP

3. How many EHCPs have been finalised in your borough before the deadline of 1st April 2018 and how many are still in process?
The deadline of 1st April relates only to conversions from statements of SEN to EHCPs, as of 28/03/2018, Royal Borough of Greenwich has completed all but 4 of the conversions, 2 of which are exceptions as children moved into the borough recently with a Statement of SEN.

4. How many children in your borough are still awaiting transition to an EHCP from a Statement of Special Needs as of April 2018?
4 (including 2 children who recently moved into borough with a Statement of SEN)

5. For what reasons are children in your borough still awaiting transition to EHCP from a Statement?
2 Recently moved into borough. 2 awaiting assessment reports

6. How many of the total completed EHCPs are currently going to tribunal, or have been to tribunal in your borough since they were transitioned from a Statement of Special Educational Needs to an EHCP?
