EHC Plan Reviews Awaiting Processing and Missing Annual Review Deadlines

Response to this request is long overdue. By law, under all circumstances, Kent County Council should have responded by now (details). You can complain by requesting an internal review.

I am writing to ask for the following data from the Education department relating to ECH Plans for children with Additional Education Needs in Kent.

As of 22nd November 2017 how many:

(a) EHC Plan Annual Reviews are awaiting processing?

(b) what are the numbers of (and percentage of total) existing (as of 22 November 2017) EHC plans have NOT been formally reviewed within the last calendar year?

(c) How many existing EHC plans (and percentage of total) have not received a review meeting within the last 24 months?

Thank you for your request for information made under the Freedom of
Information Act (FOIA) 2000, relating to ECH Plans. Please see the
response below.

 

(a)  EHC Plan Annual Reviews are awaiting processing?

This information is not centrally held by Kent County Council, Information
is recorded about individual pupils. Case management is undertaken by area
offices and individual members of staff are responsible for progressing,
tracking, recording relating to each individual child and young person. To
ascertain if this information is even held would take a manual check of
all files and then to extract and collate the relevant data would
certainly exceed the appropriate limit of £450 (18 hours @ £25 per hour),
so under section 12 of the Freedom of Information Act, we are not obliged
to deal with this element of your request.

 

(b) what are the numbers of (and percentage of total) existing (as of 22
November 2017) EHC plans have NOT been formally reviewed within the last
calendar year?

(c)  How many existing EHC plans (and percentage of total) have not
received a review meeting within the last 24 months?

It would require analysis of over 8,000 individual pupil files to extract
and collate the relevant data that has been requested would certainly
exceed the appropriate limit of £450 (18 hours @ £25 per hour), so under
section 12 of the Freedom of Information Act, we are not obliged to deal
with this element of your request. We hope it is helpful to point out that
we have very recently introduced the new ICT system to support the
management of case files and as part of the implementation Management
Information reports are currently under development. Whilst the software
development is taking place we are unable to provide a County wide summary
data in the format that you have requested.
