EHC assessments and social care advice and information
Dear Trafford Metropolitan Borough Council,
Regulation 6 Special Educational Needs and Disability Regulations 2014 sets out the advice that the Local Authority must secure as part of an Education Health and Care Needs Assessment. Part of that Regulation requires that advice and information in relation to social care is obtained during the EHC Needs Assessment.
Please advise the following with regard to EHC Needs Assessments from Sep 2014 to date, on a year by year basis. Do include new applications and transfers from Statement of SEN and LDA.
1. How many EHC Needs Assessments were carried out?
2. How many of (1) included a social care assessment?
3. How many of (2) were new to social care?
4. Where a social care assessment was NOT carried out as part of the EHC Needs Assessment for a child or young person NEW to social care, what social care advice was provided?

I refer to your Freedom of Information request dated 14 October 2017.
Please advise the following with regard to EHC Needs Assessments from Sep 2014 to date, on a year by year basis. Do include new applications and transfers from Statement of SEN and LDA.
1. How many EHC Needs Assessments were carried out?
1504 at October 2017 (it is not possible to break this figure down on year by year basis would need to check every record to identify year and would exceed appropriate time limit)
2. How many of (1) included a social care assessment?
296 (again not able to break down year by year or whether new to social care)
3. How many of (2) were new to social care?

4. Where a social care assessment was NOT carried out as part of the EHC Needs Assessment for a child or young person NEW to social care, what social care advice was provided?
As part of the Needs Assessment information gathering process, the allocated EHC Coordinator will contact Social Care to establish whether or not a child/young person is known to their service. If a child/young person is known to Social Care, they then furnish the Coordinator with information concerning what sort of Social Care involvement the child/young person has had and for what period/s of time.
If you are dissatisfied with the handling of your request, you have the right to ask for an internal review.
