advise as follows:

 

Could you please advise the current value of Egerton House (42164465)?  -
No information in respect of the current value of the property is held.

Please advise if Wirral Council own the freehold to this property -  Yes,
the Council owns the freehold. 

Please advise the length of the lease to its current occupiers with the
start date - The lease is for 20 years from 16/07/2002.

Please advise the annual fee charged to the occupiers for the lease - The
annual fee is a peppercorn.

Please advise if the building is listed in the council accounts as an
asset – No, the property is not listed as an individual asset in the
Council's Accounts.

Mr Harrison points out that this property was valued at £1,771,500 just a few years ago.

Could you confirm that the value of this property is not counted as an asset in the Councils financial accounts?
You have replied to me that it is not listed as an individual asset, but thats not what I asked.

The Asset Value of the property, calculated in accordance with guidance from The Chartered Institute of Public Finance and Accountancy (CIPFA,) is included in the Council’s Asset Register.

The Register is produced in support of the preparation of Financial Statements and the global figure is included in the Council’s accounts.

The Asset Value was last calculated as at March 2015 as required by CIPFA. This does not represent the Market Value.

I never asked about it being listed as an indiviual asset. I never asked about the market value. I asked for the current valuation. You have now sent me your most recent asset list which shows that Egerton House is valued on 22.12.14 at £,1879,200.

You originally told me you did not hold this information. But clearly you do. It might be from 2014/15 but IT is the current valuation you hold as information.
I am at a loss to figure why you can not just provide factual information as requested and not to try to be clever by playing with words so as to avoid giving a straight reply. Its not your job to try and figure out why I want this information and thus try to confuse the issues.
You need to go back to the section manager who answered my FOI and ask why they think this behaviour is appropriate for a public servant

I now have the information I required but it does feel like getting blood out of a stone. Especially for something so simple. Its almost as if there is something to hide
