Dear Lambeth Borough Council,

I would like to know:

(a) What was the date that No 65 Effra Road Resource centre closed?

(b) What services had the No 65 Effra Road Resource centre provided?

(c) What was the budget (including its breakdown ie staff, maintenance etc.) for No 65 Effra Road Resource centre for the financial year 2007-2008?

(d) What were the reasons for the closure?

(e) A consultation on the Effra Road day centre was conducted in November 2011 (see http://www.mosaicclubhouse.org/sitedata/...). One of the comments from a user requested “All information about what is going on in plain English – including plans that have been agreed so far”. Do you have any documents that responded to this request? If not, do you have any documents that could answer this request?

(f) Do you have information about the decision to hand over the running of Effra Road Resource centre to Mosaic Clubhouse?

(g) Please may I see the contract drawn up between Lambeth and Mosaic Clubhouse concerning the latter's delivery of the No 65 Effra Road Resource centre.

Thank you for submitting a Freedom of Information request to the London
Borough of Lambeth. I am now in a position to reply.

You requested information relating to 65 Effra Road; each of your
questions have been answered in turn

  

(a) What was the date that No 65 Effra Road Resource centre closed?

    

29 October 2010

 

(b) What services had the No 65 Effra Road Resource centre provided?

 

The Effra Road Resource centre before it closed provided support for users
attending the centre along with structured leisure activities, for e.g.
weekly quiz and centre outings. In addition the centre provided a
lunchtime meal prepared by staff in a kitchen at the centre.

    

(c) What was the budget (including its breakdown ie staff, maintenance
etc.) for No 65 Effra Road Resource centre for the financial year
2007-2008?

Effra Road in 2007/08 was £385,676

(d) What were the reasons for the closure?

 

The centre had to be closed to allow for the refurbishment of the centre
for health and safety reasons. Given the wide scale refurbishment works to
be carried out it would have been unsafe for users to remain in the
centre. In addition the Effra Centre was closed in order to develop a
borough wide resource hub that would act as a central point for
information and support in Lambeth. This resource hub would be based at
the newly refurbished building. In addition, this hub will also act as a
gateway to accessing activities and interventions which address the needs
and aspirations of users enabling them to live out their potentiality.

    

(e) A consultation on the Effra Road day centre was conducted in November
2011

The attached PDF document (Effra review letter) was written in plain
English inviting users to be part of a review of the Effra Resource Centre
undertaken in 2009

 

During the planning phase of this project, minutes from each of the Effra
Steering group meetings were produced for users who attend Mosaic
Clubhouse and the Effra Friday Drop-in Centre. The aim of these minutes
was to communicate simply and plainly the issues discussed at each of the
steering group meetings. In addition to this, user representatives
attended each of the steering group meetings. Along with this the steering
group answered service users’ questions and communicated answers in easily
readable English.

Following the Steering Group Joint planning sessions with users from the
Effra and Mosaic were held. The notes from these meetings were often
prepared by service users themselves. A set of PDF notes is attached

Effra Road Resource centre to Mosaic Clubhouse?

The contract is presently in the final stages of negotiation and therefore
a final version is still to be signed by Mosaic Clubhouse. It would be
inappropriate to share the contract at this stage
