Efficiency of a building (?)

How does RFID "improve the efficiency" of a building, please?

I am writing to request an internal review of West Cheshire College's handling of my FOI request 'Efficiency of a building (?)'.

The law required you to give a prompt response to my request but you have not.

Dear Mr Garlits,

 

I am writing in response to your FOI Act request of 12^th October 2013 and
your further request of 15^th November 2013.

 

In response to your question, how does RFID improve the efficiency of a
building:

 

The building has integrated technology which links the systems for
heating, lighting and ventilation to the systems which identifies whether
particular rooms or areas are in use.

RFID is part of the system for identifying the use of particular areas.

By automatically turning off or turning down heating, lighting and
ventilation when rooms are not in use or used less frequently, this
improves the efficiency of the building by reducing energy use.

 

 

In response to your request for an internal review of how your FOI request
has been handled:

 

An internal review has been undertaken between 15^th November and 20^th
November and as a result processes have been improved.

It transpired that your request had been received to a generic e-mail
account, and the administrator who accessed the account passed your
request to the manager she felt most appropriate to answer the question.

Unfortunately that manager has not been at work during this period to
respond to the request, hence why the response was not timely as it was
not logged for follow-up.

 

To correct this matter, all administrators have been informed that all FOI
Act requests must be passed on to a central administration point. There is
a dedicated member of staff who has responsibility to log and monitor the
timely responses of all FOI Act requests. In addition, I have recently
been appointed as the responsible officer to take specific oversight and
responsibility for the College’s obligations in this area.

A dedicated email box is being set up for future FOI Act requests, and the
College’s website has already been updated to point future FOI Act
requests to the central administration point.
