Effects on Health and Life Expectancy of Life-Long Noting and Filing

I wondered if the Department of Health was perhaps aware of any international studies having yet been commissioned, completed or underway on the effects on their Health and Life Expectancy of life-long Noting and Filing Only of Officially Ostracized Persons (OOPs)
If so, can we please have copies?

Dear Department of Health (Northern Ireland),
We’re a little overdue. Not to worry, given the scale of the problems involved, a few days delay here and there are unlikely to make much difference.

The thing is, as you know, that Insurance underwriters etc are becoming hugely concerned about the increasingly apparent health effects of officially induced life long Stress, Official Blackballing, Ostracism etc. The implications are horrendous and the interim HOCS himself as the person best qualified to explain official thinking on these things is addressing their concerns, easing their fears, doubtless formally offering Comfort.

The fully officially admitted, proud, and fully officially defended NICS policy of not just attacking the mental health of children but of actively preventing mothers coming to their chidren’s aid, though, seems increasingly to be formally recognised as a problem. Assurances may have to be sought that such policies are now recognised as a mistake and will in no circumstances ever be repeated.

Continuing blank NIO denial of such policies is another problem and may require the intervention of the PM herself. Similarities with official treatment of Whistleblowers on the Gosport scandal are a little too close for comfort and underwriters could be forgiven for taking all Government assurances with their traditional pinch of salt.

We all have to do what we can to make the NICS reputation as the stress capital of the world a thing of the past.

Dear Department of Health (Northern Ireland),
Hey, we’re a bit overdue. Inevitable in the Note and File Only context I suppose.
The thing is that nobody, outside of NICS/Cabinet Office, quite understands how traditional life- long Noting and Filing Only of OOPs, people like me, is fully, or even slightly compatible with our Human Rights and our Rights to Health and to Equality.
Nobody internationally, certainly not Investor Ethics Committees, thinks that luring vulnerable child OOPs to Christmas Sacking Parties as legitimate management tool is in any way acceptable.
Words like grossly unacceptable, criminal behaviour, or human rights abuse might tend be more common, but, given absolute NIO denials, with NIO Minsters pledging their reputations, nobody of course wants to in any way judge until the forensic evidence has been released, studied and independently examined.
Anyway, whatever their view on official NICS/ Cabinet Office policy regarding Official Child Exploitation, rest assured no one in any way blames or judges the unfortunate civil servants whose Duty it is to actually implement Note and File Only Orders and who are clearly stressed out of their lives. Civil servants shamelessly pressed (pressed being the operative word) with no training into service on non -listening pre -judged sacking panels in jam-packed broom cupboards ( star chamber justice Ulster style) visibly sweating , shaking, saying nothing at all , visibly in front of cleaning ladies suffering psychiatric events are things that no one should be asked to witness. Certainly not targeted, driven-ill OOPs already on medication, under psychiatric care.
Finally, as follow up and just to clarify matters, exactly how many Officially Ostracised Persons ( OOPs) are employed at Senior Civil Service or at HOCS level just at the moment? How many historically? This is the kind of information that Ethics Committees tend to focus on.
