Dear Ministry of Defence,
Under Freedom of Information legislation, I would like to request any information which lists the effects which can be caused by directed energy devices on people.
In a response you made to another user on 20th October 2011, you mentioned directed energy weapons and the fact that effects can be characterized as "physical, physiological or psychological". I am aware that there are certain components of the MOD who specialize in the application of directed energy devices, and some who also specialize in human influence.
I would like you to detail the full list of physical, physiological and psychological effects which can be caused by using the invisible part of the electromagnetic spectrum in any way. Preferably with the correlating frequencies detailed.
Dear Mr Mackenzie,
Please see the attached for MOD’s response to your request. This was sent
on 25 January 2013.
Dear CIO-FOI (MULTIUSER),
In response to your message, this is the link to the document:
Dear Mr Mackenzie,
We attach our FOI response to your request dated 17 April 2013.

1. mailto:[email address]
Thank you for your response dated 9th May 2013.
In it you enclosed documentation produced externally and held by the MOD.
In the accompanying letter it stated that:
"If you are not satisfied with this response or you wish to complain about any aspect of the handling
of your request, then you should contact me in the first instance."
I am dissatisfied largely because I believe it unlikely that a research laboratory with a specific unit titled 'Spectrum' whos duty it is to specialize in the use of the spectrum to influence people including the use of directed energy weapons/devices says that it does not hold any authoritative information of it's own on this.
I would like guidance on two things if possible.
Could you tell me whether it was the Spectrum section of Cyber and Influence which responded to this request?
Could you tell me whether any other sections of the MOD were asked if they hold relevant information?
Whilst I would acknowledge that the MOD is a large organisation; I believe it is fair to say that DSTL is aware of who the relevant departments/bases are who are key users of Directed Energy Weapons/Devices as they will be in close cooperation with them.
Thank you for your response.
Dear Galloway Kim,
In the absence of a response to the informal resolution request, I would like to request an Internal Review.
This due to the fact that I feel certain the MOD holds more information, specifically relating to the human effects of Directed Energy Weapons(/devices).
Dear Mr Mackenzie,
Receipt is acknowledged of your complaint regarding the response you
received from the Defence Science and Technology Laboratory (DSTL)
dated 9 May 2013 to an information request under the Freedom of
Information Act (our reference: 17-04-2013-145833-007) and requesting an
independent internal review.
MOD currently aims to complete reviews within 20 working days of receipt
of the application. Your request was received 16 May 2013. We therefore
aim to complete the review and respond to you by 14 June 2013. The review
will involve a full and independent reconsideration of the decision taken
in respect of your request for information as well as the handling of the
case. However, we are experiencing a high level of requests for reviews
at present and they are taking on average between 20 and 40 working days.
