Thank you for your enquiry below.

The relevant law is Article 92A of the Road Traffic Offenders (Northern Ireland) Order 1996 which makes provision for the application of the Offenders Order to holders of Community Licences. A Community Licence is one issued by an EEA State other than the United Kingdom (except for certain licences which are excluded from the definition).

In normal circumstances, a Community Licence will be returned to the holder by the Department on expiry of the period of disqualification or, if that person has left Northern Ireland and is not normally resident here, the licence will be returned to the holder on demand. However, if the person, who is normally resident in Northern Ireland, is disqualified by order of a court until passing an appropriate driving test, the Community licence will have no further effect and the holder may only apply for a Northern Ireland provisional driving licence at the end of the disqualification period. In this case, the Community Licence will be returned to the licence issuing authority.
