Dear D Vine,

Further to your email on the 8th March, please find the Trust’s response below. Your request has been allocated the following reference: 15094 please quote this reference in any future correspondence with the Trust.

Please could you provide me with the following information for ALL
MARKED vehicles in use with the Service;
- Vehicle Type (Make & Model)
- Registration Number
- Fleet Number / Call Sign
- Role of Vehicle
- Station its based at
- Owned or leased (if leased, which company its leased through)

Regarding the request above the Trust has thought carefully around the information requested and have decided to withhold parts of the information, including call signs, registration numbers, base location and if owned or leased. The Trust will be applying exemption section 24 of the Freedom of Information Act to this part of your request.

Section 24 National Security:

(1) Information which does not fall within section 23(1) is exempt information if exemption from section 1(1)(b) is required for the purpose of safeguarding national security

The FOI request in question is enquiring about vehicle registration plates, call signs used to identify vehicles and the base location where these vehicles are parked when not in use. Disclosing this information would provide individuals with the knowledge of where marked vehicles are, which then could be used to steal the fleet and also place the Trust at risk. Regarding the current climate with terrorism threat level at the highest it has been for a long time, the Trust needs to ensure information being released is information which cannot be used in a way which can be detrimental to the Trust as an organisation, the staff and also the patients using the service.

As section 24(1) is a qualified exemption, the Trust has gone on to consider the public interest in this case. The Trust accepts that there is a public interest in this case. Whilst there is a need for protecting the Trust and its fleet, there is also a public interest in ensuring that the Trust protects itself when transporting and treating patients. Therefore on the balance the Trust considers that the public interest in favour of disclosure is outweighed by the public interest in favour of maintaining the exemption.

Please find below the information the Trust is able to release to you at this time:

A+E 325 vehicles all Mercedes
CBRN 18 vehicles Iveco & Volkswagens
HART 29 vehicles made up of Iveco / Polaris / Land Rover / Ford / Volvo / Mercedes / Volkswagen
HCRT 26 vehicles Mercedes
RRV 201 vehicles made up of Ford / Mercedes / Land Rover / Skoda
PTS 165 vehicles made up of Ford / Peugeot / Renault / Vauxhall

I am obliged to advise you that if you are dissatisfied with the Trust’s response to your request you have a right to complain to the Trust and should set out your concerns to the Freedom of Information Officer, EEAST, Hospital Approach, Broomfield, Chelmsford, Essex, CM1 7WS or by email to [East of England Ambulance Service NHS Trust request email]. If you remain dissatisfied following this, you have a right under Section 50 of the FOIA to seek a determination from the Information Commissioner on whether the Act has been properly applied by the Trust. For more information, please see www.ico.gov.uk.

Under the Accessible Information Standard the Trust are required to ask our FOI applicants equality and diversity questions. You are under no obligation; however we would be grateful if you could complete the form attached and email back to us.

Please do not hesitate to contact me should you require any further information.

Kind regards

FoI Officer
East of England Ambulance Service NHS Trust
