Dear Sirs,

Under the Freedom of information act please supply the following information:
The total Number of students attending High Schools in your local authority area?

Please break this figure down per High School for the academic years 2014/15/ 2015/16 and 2016/17 to date?

The total number of teachers required per school, and per subject and or department? which I request should in include all science subjects in High Schools within local authority area required to meet the teaching requirement (the pupil/ratio).

The total number of FTE vacancies or FTE teaching requirement to adequately and teach the number of students per High School and per subject/department? Which I request should in include all science subjects.

To clarify the total number of FTE teacher shortages within High Schools per subject including all science subjects and/or Department within your local government authority.

I appreciate that you may use temporary GTSC teachers to cover any classes, therefore not to fall shall off any pupil/teacher ratios, however I must clarify I my request is for FTE subject specific teacher shortages in a the disciplinary they have been obtained their teaching qualification.

Please supply figures for the past three academic years until present date in an excel format, I am sure that your HR department will be able to assist in collating this information.

I am requesting this information as a concerned parent, and would appreciate the information being disclosed in a manner suitable for ease of reading as a person with a protected characteristic under The Equalities Act 2010.

Request for Information

 

I refer to your 3 emails sent on 24 January 2017 seeking information in
relation to teacher and pupil numbers.

 

Having investigated, my response to your various queries is as follows:  -

 

·         Information relative to the total number of pupils attending
High Schools in North Lanarkshire is publicly available on the website of
the Scottish Government and, as you may know, Section 25 of the Freedom of
Information (Scotland) Act 2002, provides an absolute exemption for
information which is already accessible.  For ease of reference the direct

·         I am not sure what information you wish to receive when you
refer to “the total number of teachers required per school and per subject
and or department”.  I can advise that information relative to teacher
numbers is publicly available on the Scottish Government’s website as well
as information on pupil/teacher ratios.  In order to be of assistance

·         With regards to the undernoted parts of your emails in which you

It is not clear to me what information it is you require when you refer to
“teaching requirements” and “teacher shortages”.  Do you merely require
information relative to teacher vacancies, particularly vacancies for
Science subjects or something else?  If you could provide clarification
for these part of your request, this would enable me to further progress
your enquiry.

·         Information relative to the number of pupils per high school per
year and per subject for S3 and above is not held in a format that renders
it readily available and to provide these statistics information would
require each of the 23 Secondary Schools would have to manually compile
this information from various records sets.  That, as you can appreciate
would be highly labour intensive and I have to advise that the cost of so
doing would exceed the amount prescribed for the purposes of Section 12 of
the Freedom of Information (Scotland) Act 2002.  That said and in order to
be of assistance the total number of pupils in S3 – S6 for the period 2014
to 2016 is set out below.

2016 – 12806

 

I can advise that North Lanarkshire Council, having regard to the
provisions of Section 21 of the Freedom of Information (Scotland) Act
2002, has established a procedure whereby any person who has requested
information and is in any way dissatisfied with the decision on that
request, can within forty working days require a review of that decision
by writing to the Head of Business for Legal and Democratic Solutions,
Civic Centre, Windmillhill Street, Motherwell ML1 1AB.  Accordingly, if
you are dissatisfied with this decision and seek such review please write
to the Head of Business for Legal and Democratic Solutions.

 

I would advise, also, that in terms of Section 47 of the Act a person who
is dissatisfied with a notice given by the local authority under Section
21 of the Act - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Act.  Such an application must be in writing
or in another form which, by reason of it having some permanency is
capable of being used for subsequent reference, must state the name of the
applicant and an address for correspondence and must specify the request
for information to which the requirement for review relates, the matter
which gave rise to the applicant’s dissatisfaction with the original
decision of the local authority and the matter which gives rise to the
applicant’s dissatisfaction with the decision on review by the local
authority or the failure of the local authority to issue such a decision.
