Education on the Dangers of Drugs

Can you please help me with the following:

1. Is there a curriculum to educate children on the dangers of drugs?
2. Is that curriculum created at your (local government) level, the national level, a regional
“South East of England” level, or at the individual school level?
3. What is the annual budget for such education?
4. What materials are used for this form of education?

I am writing to request an internal review of Essex County Council's handling of my FOI request 'Education on the Dangers of Drugs'.

I received some nonsense response that the information I requested would be published on the council website, which after visiting I found to be a standard council website of links.
What is the point of spending time to "apparently" create a response, and then to "publish" it in some obscre corner of the Internet!???
