Education Invoicing - Costs

We're waiting for Tommy D to read recent responses and update the status.

Dear Kent County Council,

As part of a previous request LATCO organisations using KCC branding;

It states that KCC historically provided services to schools, these services have then been broken up into LATCO organisations in the private sector.

KCC have then taken it upon themselves to continue to act as the provider...and subcontract the work out to the LATCO organisations.

1)I would like to request what tests do KCC undertake to ensure 'their' are getting best value for their education 'customers'?
Have they put this service to market to ensure best value? If so what framework?

2)Can you advise from education, what is the total revenue from education services? Can this please be broken down into the following;
Total Revenue from schools
Revenue per LATCO from schools
How much money has gone back to KCC for acting as the provider
Any incurred costs incurred with KCC managing this service.

One final request,
3) KCC outsourced their invoicing to the LATCO organisation Cantium,
Can you please confirm, how much Cantium have charged KCC to process these schools invoices? Essentially are KCC paying Cantium to invoice schools and then the LATCO organisations are essentially getting their invoicing done for free?

Again justifying my previous statements regarding state sponsorship within the private sector.

Dear Kent County Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Kent County Council's handling of my FOI request 'Education Invoicing - Costs'.

Thank you for the definition of a LATCO organisation, in reality is was a KCC service that was gifted an £18 Million contract, without any procurement exercise.

Please reference the below from the procontract framework
Reference no:DN381043
Estimated total value:£21,000,000.00
Estimated annual value:£7,000,000.00

This is actually an £18 Million contract per annum, not sure who at KCC got their facts and figures wrong...or if they would have affected whether a LATCO organisation could have been set up in the first time place....

'This is not the same as a procurement exercise where the market is
invited to tender. However, this does not mean that the companies are subsidised or
that value for money is not tested as the authority has a duty to ensure best value for
the public purse.' Can you please advise what tests have been done by KCC to ensure their duty of best value for the public purse is being met?

You reference 'independent commercial entity' what other independent commercial entity has their invoicing paid for by the local authority? Can someone from KCC please get in touch with me, I would really appreciate my invoicing being done and paid for by the tax payer!

'the LATCOs pay KCC an overhead charge for use of KCC support services.' Can this please be defined, as I have searched the contract online and I cannot find anything that says KCC will pay for the invoicing for the LATCO organisations?
