Education information

The request was refused by Devon County Council.

Dear Devon County Council,

I write to ask you to provide me with information regarding the education and school placements given to children under 16 years of age with Special Educational Needs.

Under the Freedom of Information Act 2000, I would like you to supply me with the information requested for the past two school years (2015/16 and 2016/17).

I would ask you to provide the information in an excel document, broken down under the following headings:

Academic Year (2015/16 and 2016/17)
Category of Need (BESD, ASD, etc.)
Name of School
Type of school - (Maintained/non-maintained/independent)
Type of placement - (Day or 38 week placement)
Cost of placement per year

I would be grateful if you could send your response in csv. or Excel format within the 20 day reply period.

Yours faithfully,

Lily Kerrigan

Dear Lily Kerrigan,

I am in receipt of your request for information.

I would be grateful if you could clarify your request.

You have referred to information for the past two school years. Are you seeking the total number of children in the categories/headings you have referred to?

I should point out that in some of the categories, particularly where you have sought the name of the school, if the total number of children who have special educational needs is very low, then to disclose this, with reference to the name of the school would risk identifying the children concerned. This would then be a breach of their personal data and we may not be prepared to disclose this information if the totals are very low.

In relation to the last request, are you seeking the cost of providing a placement for special education needs for a child, ie a breakdown for the costings for every single child in Devon with special educational needs? Again, this may be considered personal data and to provide the individual costings for every single child is likely to beyond the appropriate limit, with reference to s.12 of the Freedom of Information Act 2000. Alternatively, are you seeking the total overall cost, which may be far more easy to obtain for you?

I would be grateful if you could clarify your request.

Thank you for your response and your questions.

To enable you to proceed with my request, i have simplified it. Please can you supply the educational placement data ( school) for young people under the age of 16 with EHC plans.

I hope this make the request easier.
