Education funding

We're waiting for Ally Tibbitt to read recent responses and update the status.

Dear North Lanarkshire Council,

Please treat this email as a Freedom of Information request.

FOR 2022-2023 ACADEMIC YEAR:

1. How many pupils attended each secondary school funded by the local authority?

2. How many Nat 5 courses are on offer at each secondary school, where the courses are taught face-to-face by qualified teachers?

3. What is the minimum, maximum and average number of Nat 5 courses pupils enrolled in at S4 in each secondary school?

4. What is the funding formula used by the council to allocate resources to secondary schools?

5. What is the funding formula used by the council to allocate learning support resources to secondary schools?

6. For each secondary school with fewer than 200 pupils, please provide details of the total funding provided to each secondary school, broken down by general resources, learning support resources and additional money allocated directly by other agencies such as the Scottish Government. Please also confirm the number of pupils assessed as requiring additional support at each of these secondary schools.

I would prefer not to receive the requested information in a pdf format file. Please instead supply the requested information in a machine readable spreadsheet, such as an MS Excel file.

Scheme of Devolved School Management (DSM)”.  This report is publicly
available on the Council’s website and as you may know Section 25 provides
an absolute exemption for information which is already accessible.  For

There is no specific funding formula and in terms of Section 17 of the
Freedom of Information (Scotland) Act 2002, I must advise you that the
information sought for this part of your request is not held.  By way of
some explanation, the current allocation of ASNA hours to secondary
schools is a mixture of historic allocation of hours along with more
recent methodologies and criteria applied via the Needs Based Pathway
Review (NBPR) process.  There are also ad hoc learning support resources
allocated to schools via the Inclusion HQ Team.

No Secondary School in North Lanarkshire has fewer than 200 pupils.

 

I can advise that North Lanarkshire Council, having regard to the
provisions of Section 21 of the Freedom of Information (Scotland) Act
2002, has established a procedure whereby any person who has requested
information and is in any way dissatisfied with the decision on that
request, can within forty working days require a review of that decision
by writing to the Chief Officer of Legal and Democratic, Civic Centre,
Windmillhill Street, Motherwell ML1 1AB.  Accordingly, if you are
dissatisfied with this decision and seek such review please write to the
Chief Officer of Legal and Democratic.

 

I would advise, also, that in terms of Section 47 of the Act a person who
is dissatisfied with a notice given by the local authority under Section
21 of the Act - ie. a notice following a review of a decision by a local
authority, or by the failure of a local authority to give such a notice -
may make application to the Scottish Information Commissioner for a
decision as to whether, in any respect specified in that application, the
request for information to which the requirement relates has been dealt
with in accordance with the Act.  Such an application must be made within
six months of the review decision and be in writing or in another form
which, by reason of it having some permanency is capable of being used for
subsequent reference. The application must state the name of the applicant
and provide an address for correspondence. The application must also
specify the request for information to which the requirement for review
relates, the matter which gave rise to the applicant’s dissatisfaction
with the original decision of the local authority and the matter which
gives rise to the applicant’s dissatisfaction with the decision on review
by the local authority or the failure of the local authority to issue such
a decision.  The Scottish Information Commissioner can be contacted as
