Furter to your response to another FOI request (available here: https://www.whatdotheyknow.com/request/2...) I see that 80% of refusals which were reviewed by ECM overturned the original refusal in place by an ECO.

This figure strikes me as very high and please therefore take this as a request under the FOI Act to

i) provide information on what training and procedures have been put in place to improve ECO performance
ii) clarify as to whether an administrative review will be carried out by an ECM, or could it in fact be a fellow ECO?

Dear VSD - FOI Enquiries,

Thank you for your reply, however please note that you have not actually provided me with information on the training and procedures - a response of 'ongoing training' is hardly transparent.

Please therefore take this as a request, still under the FOI Act, to provide infrmation on the nature of the training and procedures provided to ECOs, as well as a copy of any training manuals/slides if available . I am happy to limit my request to those manuals provided to ECOs since June 2012 to ensure the work can be undertaken within 24 hours.
