Ecclesbourne Glen footpath closures - geotechnical site inspection

Dear Hastings Borough Council,

In the annual update report to SEG HBC said that:

"Temporarily closed public footpaths through Ecclesbourne Glen
The council, as landowner, continues to liaise closely with the East Sussex County Council (‘ESCC’) Rights of Way team, who have responsibility for designated public rights of way, to maintain the footpath closure and diversion arrangements. The ESCC temporary closure continues and will be reviewed again later in 2019, following a site inspection from our geotechnical engineers this summer
"
Please supply under EIR the following:

1. The date of the site inspection by HBC geotechnical engineers
2. List all information produced by the HBC geotechnical engineers as a result of the site visit, list should include title of information, date of information, author, reference number
3. Copies of all information produced by the HBC geotechnical engineers as a result of the site visit
4. Copies of all correspondence in any form between the geotechnical engineers and HBC concerning the site visit.
5. Copies of all correspondence in any form between HBC officers concerning the site visit.

I am writing to request an internal review of Hastings Borough Council's handling of my FOI request 'Ecclesbourne Glen footpath closures - geotechnical site inspection'.

My EIR requested :
4. Copies of all correspondence in any form between the geotechnical engineers and HBC concerning the site visit.
5. Copies of all correspondence in any form between HBC officers concerning the site visit.

Your response states that "No information is held" to these two requests for correspondence. I find it difficult to believe that there is no associated correspondence .

The inspection included a site visit. This must have required a degree of arrangement. They must be emails between Coffey and HBC concerning the logistics of the visit. There must also be correspondence for example concerning the specification of what HBC required from the inspection, the scope of the inspection, costs and invoices associated with the inspection.

It is also possible that HBC officers would have corresponded on the inspection report and the site visit.

Can you please review this and ensure that all information requested has been provided.

involved in your case to look into how we handled your request.

Review
 
I have carried out an investigation and can confirm the information
officer was correct, Hastings Borough Council holds no information in
respect of 4 or 5 of your original request dated 2 September 2019.
 
No other persons attended the site visit other than one officer of the
Council and Coffey.  The only information that is held is the date of the
site visit and the subsequent report which was provided to you.
 
If you remain dissatisfied then you may complain to the Information
Commissioners Office (ICO) who will decide whether the Council has handled
your request correctly.
