Eastbourne Pier - Two "Victorian style" units

Chris Hurrell made this Freedom of Information request to Eastbourne Borough Council Automatic anti-spam measures are in place for this older request. Please let us know if a further response is expected or if you are having trouble responding.

Waiting for an internal review by Eastbourne Borough Council of their handling of this request.

Dear Eastbourne Borough Council,

Two Victorian style units have been built on Eastbourne pier in the location of the pavilion lost in the fire. The units do not conform with the plans approved by planning applications 171397 and 171398.

The units built do not conform with the plans submitted with these applications. There are no revised plans recorded on the planning web site subsequent to the applications being approved. It appears that the two units have been built to a design that did not obtain planning permission or listed building consent and the works are therefore in breach of the planning permission and listed building consent granted.

Planning application 171397
--------------------------------------
Planning application 171397 was approved subject to :
condition 2 which requests a schedule of features be supplied prior to works commencing.
condition 3 which requests documentary evidence of contracts entered into for works

Please provide under FOI the following information:
1. Copy of the plans that were approved with 171397 for the construction of the 2 units
2. Copy of the schedule of features as stipulated in condition 2
3. Copy of the documentary evidence of contracts stipulated in condition 3
4. All correspondence between the applicant and EBC concerning any variations to the plans approved by application 171397

Planning application 171398
--------------------------------------
Planning application 171398 was approved subject to :
condition 2 which requests a schedule of features be supplied prior to works commencing.
condition 3 which requests documentary evidence of contracts entered into for works

Please provide under FOI the following information:
1. Copy of the plans that were approved with 171398 for the construction of the 2 units
2. Copy of the schedule of features as stipulated in condition 2
3. Copy of the documentary evidence of contracts stipulated in condition 3
4. All correspondence between the applicant and EBC concerning any variations to the plans approved by application 171398

Yours faithfully,

Chris Hurrell

Dear Eastbourne Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Eastbourne Borough Council's handling of my FOI request 'Eastbourne Pier - Two "Victorian style" units'.

In your FOI response you state that no information is held concerning any of the information requested.
Part of the information requested was plans approved for the applications.
In both cases plans do exist on line.

The fact that plans exist online against both applications raises serious concerns about how accurately you have checked for the documents I have requested. I request that you review your response and recheck to see if any of the documents I have requested that you claim are not held are actually held.

Some of the documents requested were necessary to satisfy planning conditions imposed. If these documents are not held this would strongly suggest that the conditions have not been discharged and the works carried out are without permission.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/e...

Yours faithfully,

Chris Hurrell
