East Oxford LTN consultation data (PRE installation)

Dear Oxfordshire County Council,

This is a follow-on request in response to 19831 EIR, in which Oxfordshire County Council confirmed to me that it had not undertaken a substantive evaluation of responses to the East Oxford LTN pre-installation consultation by reference to respondent's protected characteristic's - despite having captured some of this data from respondents, and having the option to do so.

I wish to undertake my own analysis of consultation respondents' attitudes towards the East Oxford LTN (pre-installation), by reference to their protected characteristics' data, as collected. However, I am mindful of the need not to identify individuals respondents by way of so-called "jigsaw identification", which I accept would be grounds for refusing to supply me with this data.

I therefore wish to receive sections of raw consultation data in a format that makes jigsaw identification impossible. I accept that this would potentially result in the supply of duplicate data from the same individuals. However, because I do not intend to carry out my analysis by reference to multiple protected characteristics at the same time, I do not regard this as a problem.

To do this, I would like to receive 24 sets of data, entirely separately, regarding the pre-installation East Oxford LTN consultation.

For all data sets supplied to me, I would like to receive respondents' answer (s) to the question that asks them about their level of support for the three LTNs (individually) - fully support, tend to support, neutral, object, strongly object. I believe this question was question seven of the consultation.

Along side this data, I would like to receive (separately), respondents' answers in relation to their gender (q20?), age group (q21?), ethnic group (q22), help or support (q23). For q24 (?), I would like to receive four separate responses (along with level of support), one where the box ticked was "no", one where the box ticked was "Yes - mobility issues", one where the box ticked was "yes - general health issues", and one relating to "prefer not to say". I do not need to receive the responses relating to sight or hearing issues.

So, to summarise, I would like to receive 24 separate files, each of which have respondents' answers to: 1) their support levels for each LTN - individually (one column) and 2) a single protected characteristic - but not others (second column) for that same specific LTN. Feel free to reorder each spreadsheet in any way you like, to further make it impossible for me to undertake jigsaw identification.

If you regard this request is too onerous, please prioritise providing me with data by reference to age, ethnic group, and mobility issues / no, for the three LTNs separately - i.e. 12 files (three LTNs, four protected characteristics per LTN responded to).

To clarify: the information supplied in each row of data should relate to the same person's
a) support levels for each LTN (one row) AND then
b) (one) of that same person's protected characteristics (second row).

This will allow me to evaluate a person's attitudes towards each LTN, by referencing a single protected characteristic.

However, across each dataset provided, the results ordering can be varied. For example "row 6" on one table would no - necessary - include the replies received from the same person on "row 6" of a different table. This is how I anticipate that jigsaw identification can be avoided.

I do NOT want to receive answers regarding LTN attitudes (one row) that are not related to the same person's protected characteristics data in the second row. Mismatching these two columns / rows of data would not allow me to undertake the analysis that I wish to.
