Thank you for your request for information. You asked for detail of the bid that EDDC submitted in respect of the Manstone site in Sidmouth. Please find this documentation attached. You will note that the actual bid amounts have been withheld for reasons of commercial confidentiality. This is to protect the legitimate economic interest of the Council in terms of any future work it may carry out regarding the sale or development of this site. This detail is exempt under regulation 12(5)(e) of the Environmental Information Regulations.

Thank you for your email of 3^rd April. I am sorry that you feel
dissatisfied with our response to your request and I have carried out an
internal review as required.

 

In reviewing our previous response, I have assessed the confidentiality of
the bid submitted by EDDC Housing Services to determine whether there is a
real likelihood that the disclosure of this information would prejudice
the Council’s economic interest.

 

Taking all relevant factors into account, it is my view that the
disclosure of these bid amounts would not prejudice that interest and so I
have attached an unredacted copy of the bid documentation, in its original
form.

Dear Mr Gordon Lennox,

Thank you for forwarding me the full documentation.

What I find surprising is that EDDC decided not to take up an opportunity to build affordable housing where it can.

I would like to ask for the document trail of internal EDDC emails, reports and notes of meetings which account for the process by which the council firstly decided to pursue this option and then finally decided to abandon it.

I would be grateful, therefore, if you could provide me with any such documentation which demonstrates the decision-making process around this policy.
