Dear Transport for London,

In December 2021, TFL banned e-scooters from all their services and station.

I am still seeing e-scooters being taken onto DLR trains on a regular basis and no action being taken by the person controlling the train operator to remove them.

Can you please provide details of the guidelines/procedures that have been issued to DLR train operators regarding the removal of e-scooters from trains/stations.

Thank you for your request received by Transport for London (TfL) on 22
March 2022 asking for information about E-scooters on DLR services.

 

Your request has been considered under the requirements of the Freedom of
Information Act 2000 and our information access policy.

 

Unfortunately we do not hold the information you require - the
guidelines/procedures that have been issued to DLR train operators
regarding this policy is considered operationally sensitive, and are not
held by TfL.

 

We can however, advise that the DLR Franchise operator, KeolisAmey
Docklands, has issued a briefing to its staff on how to implement the
e-scooter ban.  This is in line with TfL’s policy of “four Es” – engage,
explain, encourage, enforce.  It should be noted, however, that DLR is an
“open” system with unstaffed stations.  The level to which staff will
uphold the “four Es” policy, when they become aware of a customer with an
e-scooter, is based on a balanced risk assessment.
