I have spoken to Mr Evans this morning. He has been doing some of his own research on the incidents from last year. having crossed referenced his information with what I have to hand and I can say that there were at least 3 incidents over the week where some staff from his ride have assisted police in dealing with some assaults in the fair. On one occasion they assisted a fair worker who had been injured near the New England PH. I am countering this against what some of my officers have said about the Friday night disorder at the ride the lack of assistance/provoking behaviour by some of Mr Evans' staff.

 

My considered view is that he had a mix of staff, most of whom were helpful and professional but a couple who were the opposite and inflamed a tense situation. Whilst it clearly a decision for the council to make, I believe that allowing Mr Evans to operate a different ride in that area would be proportionate, on the understanding that he has changed his staff, contacts site security at the first hint of any issue, and that any trouble near his ride would force an immediate closure. I think that the point about changing the culture of the fair is very valid and I would be interested to see what Mr Evans would contribute to that change in culture.

 

I am aware you have a meeting with him today and being an honest and fair bloke myself I felt that it is only right to share with you some further information that was not available at the last meeting.  This new info does put a slightly different slant on the overall behaviour of his staff, albeit there were a few individuals that let him down.
