1. Do you have an online learning platform?
2. If so, who provides it?
3. Cost per annum?
4. Number of licences you pay for?
5. Duration of contract?
6. How many different learning topics do you have?
7. What do you use it for i.e. mandatory training, personal development?
8. What topics do you cover?
9. Does the learning provider who host it have a catalogue of resources that can be utilized?
10. Do you create their own content (in-house developers) if not who does?
11. Who can put content onto the platform (L&D or/and others)?
12. Do you curate content from other sources?
13. Does the system hold other resources quiz, documents etc.?
14. Do they restrict access to certain courses/resources to specific audiences?
15. Is there a charging process in place for usage internal/external?
16. How many users access the site - demographic internal/external?
17. Are you able to report on users/completions/in progress etc.?
18. Administration - are there admin processes?
19. How do users get an account – self-registration/single sign on?
20. How accessible is the site and resources i.e. transcripts, captions, audio etc.?
21. Does it integrate with any other systems?
22. Is it adaptive content for different devices, i.e. phones laptops etc.?
23. Does it run on Macs as well as Windows?
24. Does it have offline functionality (download, use offline i.e. on a train)?
25. It is intuitive based on the learner - i.e. SW logs in sees appropriate content for job role i.e. Safeguarding etc.?

Your request has been considered and are refused. In accordance with the Freedom of Information Act 2000 (the Act), this letter acts as a Refusal Notice.

The exemption applies for the following reasons:

The information that you have requested relates to contracts that Norfolk County Council procures through its formal procurement process. When this service next goes out for tender, the information that you request will be freely and publicly available on the Official Journal of the European Union (OJEU) by way of a Contract Notice and an Award Notice and/or on Contracts Finder. Public Interest Test Reasons

The Council has considered whether the public interest is maintaining this exemption is outweighed by the public interest in disclosure.

This Council has considered the following reasons in favour of disclosure:
Promoting accountability and transparency by public authorities for decisions taken by them.
Promoting accountability and transparency in the spending of public money, whether realised or planned.

Set against this is the fact that this information is held with a view to its future publication upon retendering of the service. The information will be published in the Official Journal of the European Union (OJEU) by way of a Contract Notice and an Award Notice once the contract is tendered. This is a statutory requirement. To release the information now would involve additional work for the council and divert funds away from statutory functions of the Council.

On balance the Council considers that the public interest in maintaining the exemption outweighs the public interest in disclosure
