The @neilcouling account profile states "Universal Credit Director General" https://twitter.com/neilcouling therefore, please also provide information, if held, on how and when Couling receives/d authorisation to set up @neilcouling and for each tweet they post.

With few exceptions all tweets @neilcouling posts concern the official work and policies of the DWP and his role as "Universal Credit Director General", reported on gov.uk as "Change Director General and Senior Responsible Owner Universal Credit" https://www.gov.uk/government/people/nei...
