DWP staff guidance on "untidy tenancies" (in Universal Credit)

We're waiting for Glenys Harriman to read a recent response and update the status.

Dear Department for Work and Pensions,

We have heard that DWP have issued new internal guidance to their UC staff on how to deal with "untidy tenancies" ie where a joint tenant has left, and it is impossible to trace them to get them to relinquish their tenancy. Because the remaining joint tenant is jointly and severally liable for the rent the Housing Cost Element should be based on 100%, not 50% of the eligible rent. However experience has shown that the system doesn't cope with this well, and staff have not always understood the rules.
Please could you send us this new guidance, or any other guidance that clearly states this to be the case.
