As well as guidance, policy and operational procedures for Jobcentre staff that refers to 'complex needs' and 'vulnerable' claimants.

Together with your "new safeguarding guidance" tha includes "requiring frontline staff to support vulnerable claimants who fail to cooperate with jobcentre staff, by liaising with other agencies such as the NHS and police" and "case conference[s]" to "provide support, not removal of benefits"
