In terms of the above named Freedom of Information Acts, please can you send me a copy of the Department of Work & Pensions (DWP) Risk Analysis Report into the £20 Billion to £200 Billion CONTINGENT LIABILITY that now attaches to the DWP and HM Treasury as a result of the diabolical mess the current DWP Welfare Reform is in?

The DWP Risk Analysis should cover the alleged 15 DWP-Death-Toll so far evident from Welfare Reform and general DWP policies. Along with the CONTINGENT exposure of the DWP to punitive and civil damages for people who have tried to commit suicide and been 'sectioned' under the Mental Health Act, again, as a result of alleged DWP policies.

The figure of £20 Billion DWP-Death-Toll CONTINGENT LIABILITY is based on legal precedent set, for example:-

Dear DWP Adelphi Freedom-of-Information-Request,

Thank you for your reply of 29th November 2011 denying that the Department of Work & Pensions (DWP) regarded my "premise" of a contingent liability surrounding the alleged culpability of the DWP in at least 10 deaths, and to date approaching 17 deaths as alleged results of defects in the DWP welfare reform system as competent under FOI.

By your reply, you have proven a COMPLETE FAILURE to discharge your LEGAL obligation in terms of the Freedom of Information Acts. Your reply is prima facie evidence of your FAILURE.

The evidence above proves that you have not been clear on why you are refusing my request. Are you refusing it on the grounds that information is held but not being released? Or refusing on the grounds that you do not hold the information?

If the latter, then outwith the FOI legislation, please can you supply the definitive name and legal service address of the "Directing Mind" in this issue so that the appropriate action may be taken to safeguard public funds from a tsunami of claims from those with just cause against the defective, dangerous, and frequently fatal current welfare reform?

It would be a very foolish civil servant or minister who did not recognise that there is a de facto "contingent" liability of high cumulative monetary value caused by the evident defects in the current DWP welfare reform system. Or are you also disputing the "premise" that well in excess of 10 people have died as a result of your defective welfare reform system? I would remind you, and I quote HM Coroner Fiona Wilcox of just one "poignant and tragic" example of the appalling carnage alleged to trace culpability back to the DWP, AND as reported in the highly respected UK Court News....

Richard Sanderson stabbed himself twice in the heart allegedly because your department wanted to save £30 per week. Your saving left a young widow and fatherless nine year old son. Or is that just a "premise" without any foundation?

I would caution you to NOW take proper and full legal advice due to the fact you fail to understand BASIC laws of Freedom of Information so by deduction are unlikely to have had proper legal advice or due diligence as to the significant contingent liability to the public purse of the wider issue of mass deaths and extensive Mental Health Act sectioning of benefit claimants put to the edge of suicidal actuation by the alleged conduct and systemic failures of the DWP.

Herewith I also submit my request for my original FOI missive to you to be reviewed internally?

Thank you for your reply in terms of my Freedom of Information Request (FOI).

It is my intention to APPEAL this particular FOI request to the Information Commissioner. That should work its way through the system in due course.

In the meantime, thank you for time dating on this public domain website, the acknowledgement of the DWP FAILURE to flag this CONTINGENT LIABILITY of the ever increasing Welfare Reform Death Scandal.

As a result, a friend has placed a website dedicated to the resolution of this problem and I am more than happy to contribute information towards it ....

I trust that the point of your alleged negligence in FAILING to advise HM Treasury of the CONTINGENT LIABILITY of an estimated £20 Billion for those that have paid a very high price, such as Richard Sanderson, saving you £30 a week, with his life, and that those whom your welfare reform system is putting through psycholgical torture is well made?

As for your keeping this issue under review. With all due respect, your reviews are not at all robust enough.

If they were, people would not be killing themselves because of the policies of your department. THAT is NOT an ALLEGATION, it is a FACT as attested to by serving police officers providing evidence to HM Coroners of the content of suicide notes directly implicating your department.
