DVLA Prosecutor Contact Details including DX

Noting that:

does not provide the contact details for the DVLA Prosecutor;
and noting that the online chatbot (on asking the question
"In a few short words, please outline the nature of your enquiry." and response "Contact number of DVLA Prosecutor")
reported:
"Our Contact Centre opening hours are:
Monday - Friday between 08:00 - 19:00 and Saturday 08:00 - 14:00
We are closed on public holidays.

and noting that on calling the DVLA Contact Centre and seeking the contact details for the DVLA Prosecutor,
the call handler observed that the request should be made by the client (irrespective of representation) to
subjectaccess.requests [at] dvla.gov.uk
(this information being erroneous);
and noting that written complaints cannot be made to DVLA by e-mail;
and noting that DVLA handles millions of prosecutions each year;
Please provide the following information:
1 The e-mail address for service to the DVLA Prosecution Office
2 The postal address for service to the DVLA Prosecution Office (for the avoidance of doubt not a generic central postal address)
3 The DX exchange and number for service
4 The e-mail address for making formal complaints to DVLA by e-mail or web form
5 The policy that lays down that DVLA can withhold provision of a published means of contact for service
For the avoidance of doubt this is a requisition under the Freedom of Information Act.

So I raised a formal complaint (good luck with that) as follows:

FORMAL COMPLAINT
This complaint relates to my FoI requisition laid out here:

It is clear that DVLA has failed in one of its statutory obligations, specifically to subvert the right of the public to due process (Art 6) because of the withholding of specific information. The nature of my complaints is self evident from the FoI requisition so I do not intend to rehearse them here: please review my FoI requisition and the formal response of DVLA.
To remedy my complaint I require DVLA to:
1 ON A NEW WEB PAGE publish an e-mail address for service of court documents
2 Publish the postal address for service of court documents, the address otherwise specified here (but out of context)

at the same location as Item 1.
3 Publish the DVLA DX number and exchange at the same location as Item 1. If DVLA does not have a DX number then for DVLA to subscribe to one.
4 Provide a link to the complaints procedure contained in this page:

within 1 click of the home page of DVLA, as you are required to do by the Distance Trading Regulations
5 Noting that DVLA and its antecedents is an extremely long standing government department, write to me giving
(1) a substantive response as to why these items have not been done before and
(2) a written apology for my need to have to raise these complaints.
6 Publish the letter Item 5 on the whatdotheyknow link specified above as a further response.

HOWEVER the only reference when googling for this is here:
https://www.gov.uk/appeal-dvla-fine
which is all about appealing fines. So nothing published as "address for service". I feel a formal complaint coming on. Anyway now we know.
3. No service by DX? Whatever. Useless
4. Information withheld. Obtuse. However the gov.uk link in the reply points here:
