Thank you for your e-mail requesting information on the number of V5C's that DVLA has issued. During Financial Year 2016/17 DVLA issued 18,826,359 V5C certificates.

Please can you clarify that...

the information relating to the 'vehicle record concerned' as refereed to in your response, is kept on the system?

the information in relation to all previous vehicle registration certificate's (V5Cs) of any concerned vehicle is kept on the system and isn't destroyed when a change of keeper is made?

Dear Mr Bradley,

Thank you for your e-mail asking further questions on the vehicle record. DVLA's Vehicle Policy Group have provided the following advice in response to your questions:

The information is kept on record until the issue of a Certificate of Destruction (CoD) at which point the vehicle record will be reduced to the minimum information needed about the vehicle. It is not removed completely.

The vehicle record is retained including its history of any keepers that have been notified to DVLA. The vehicle record is however kept in a reduced state.

Dear Mr A Morgan,

Due to that your response is contradictory for the following reason/s...

Your initial response implies that all the information held on the vehicle record concerned is held on record until the issue of a Certificate of Destruction (CoD).

Your response provided kindly in response to a request for clarification states "The vehicle record is retained including its history of any keepers that have been notified to DVLA. The vehicle record is however kept in a reduced state."

As my request information as to what information is kept on the system and how long this information is kept for. Please can you tell me what information is kept on the vehicle record once a change of keeper has been made?

That should answer my request and clear up the ambiguity around your response.

Dear Mr Bradley,

Thank you for your further email.

To confirm the information that has already been provided.

When DVLA is notified of a new registered keeper the vehicle record is updated and a Registration Certificate V5C is issued confirming this-because the V5C is an extract of the DVLA vehicle record. The V5C will also show the previous recorded keeper and the other information mentioned in our letter of 29 November 2017.

Any older information is retained as the vehicle's history and can be referenced if there is cause to.

To confirm I was not disputing whenever or not the information has been provided I was merely seeking clarification as to the correct information as you provided contradictory information.

In relation to your statement "Any older information is retained" please can you explain what this means and if I'm correct in assuming that this mean when a new keeper is registered that the existing vehicle record is archived?

Thank you for your further email.

In a way yes. The information that the Driver and Vehicle Licensing Agency (DVLA) holds on its register is kept under the vehicle registration number for the vehicle as a vehicle record. It will hold details of ALL the vehicle keepers that have ever been notified to DVLA.

However as an extract, the registration certificate V5C will only show the latest keeper and vehicle detail information.
