to the duty hours performed of a Special District Officer.  This request
will be dealt with under the terms of the Freedom of Information Act 2000.

I write in connection with your request for information dated 19^th April
concerning a Special Constables working hours

For the Special District Officer of E District, Mr Spencer Cartwright.

Your request for information has now been considered and I am not obliged
to supply the information you have requested.  The exemption applicable to
the information is Section 40 (2), third party personal information, this
is an Absolute exemption. Any information to which a request relates is
exempt if it constitutes personal data of which the applicant is not the
data subject and if disclosure of that information to a member of the
public would contravene any of the principles of the 1998 Data Protection
Act. In this particular case, disclosure of this information would
contravene Principles 1 and 2 of the Act, whereby personal data shall be
processed fairly and lawfully and only obtained for one or more specified
purpose or purposes.   I’m sure you will appreciate that the hours the
Special Constable has worked was collated for specified purpose, the
individual would have no expectation that this information would be
disclosed under the freedom of information act or for any purpose other
that what the information was collated for, therefore disclosure would
contravene the individuals rights.

In accordance with the Act, this represents a Refusal Notice for your
request.
