Dear Brentwood Borough Council,

In January 2015 Basildon and Brentwood Councils carried out a
public consultation on the proposed development called Dunton
Garden Suburb. In January 2016 Basildon and Brentwood intent to
proceed to consider the next stage of their Local Development Plans
leading to new consultations. The council's statements of community
involvement say that the results of previous related consultations
will be published before moving to the next stage of the plan. It
now appears from the council's forward plans that neither council
has plans to honour this in the case of the Dunton Garden Suburb

I request that the public comments made to the Dunton Garden Suburb
consultation should now be made public so that councillors and the
public can examine them before the next consultations starts. If
the council officers have prepared any responses to these comments
then I request that those responses should also be made public now.

In order to understand why a response to the consultation has not
yet been provided I also request copies of any correspondence
between the councils relating to Dunton Garden Suburb since the end
of the Dunton Garden Suburb consultation.

I am writing to request an internal review of Brentwood Borough Council's handling of my FOI request 'Dunton Garden Suburb Consultation'.

I have received some information from Basildon council in the form of the Dunton Garden Suburb Statement of Consultation. However I have not yet been provided with access to the public comments submitted to the consultation, except in the brief form seen in the Statement. These comments are of high public interest because as well as comments from individual residents they may include submissions from public and private bodies such as the NHS, Network Rail, neighbouring Planning Authorities and the Highways Authority. I have also not been told whether or not any detailed responses to these consultation comments have been prepared.

We have now heard that Brentwood intends to include Dunton Garden Suburb in their Draft Local Plan on which they will consult very soon. If they go ahead without publishing these comments and responses their LDF will be found unsound on the principles of both Duty to Cooperate and Public Consultation.

I have been told by Basildon Council that it is Brentwood Council who is holding up publication. I therefore ask again that this request be reviewed. If I do not get a positive response I will escalate this matter to the Information Commission and will also report the circumstances to the Planning Inspectorate.
