Dear Merton Borough Council,

This is a request for information under the Freedom of Information
Act and/or the Environmental Information Regulations 2004 (the
latter regulations may be relevant in that the request relates to
the expansion of Dundonald Primary School, the planning aspects of
which decision come under the EIR).

Please send the information to me at this email address in
electronic format.

This request concerns primary school admissions (to reception
classes, at age 4), within the Dundonald Ward of the London Borough
of Merton.

Please provide the following information:

How many children within the ward do not have a place in any of
their chosen schools (i.e. the schools which their parents wrote on
the school application form) for September 2012?

For each of those children, please specify whether:

- they have no school place,

or

- a school place has been offered to them at a school which was not
listed on their application form; in this case please list the name
of the school and include the distance from the child's home to the
school.

Also:

How many children within the ward are expected not to have a place
in any of their chosen schools (i.e. the schools which their
parents wrote on the school application form) for September 2013:

- If Dundonald school is expanded?

- If Dundonald school is not expanded?

It would also be very helpful if you could provide the total number
of children within the ward who are starting school in September
2012 (and the expected number for September 2013), in order to put
these figures into context.

We have now considered your request for information as set out below.

You asked:

As the council does not hold any school admissions data at ward level, I will provide responses, where possible, at borough level.

On offer day, 16 April, there were 178 Merton resident children who did not receive a preference school offer.

For each of those children, please specify whether:

- they have no school place,

Of the 178, 22 received no offer at all. However, pupil movement after offer day is ‘normal’ and the council expects to be able to offer a place for every child for September 2012.

or

- a school place has been offered to them at a school which was not listed on their application form; in this case please list the name of the school and include the distance from the child's home to the school.

156 children received an offer of a non-preference school.

How many children within the ward are expected not to have a place in any of their chosen schools (i.e. the schools which their parents wrote on the school application form) for September 2013:

- If Dundonald school is expanded?

- If Dundonald school is not expanded?

As explained previously, we do not plan places on the basis of wards and will not have 2013 admissions application information until January 2013. However, across the borough our projections show, as reported to the Council's Cabinet on 20 February 2012, that we need to provide an extra 90 places compared to 2012 levels in 2013, and an extra 150 places compared to 2012 levels in 2014. The Planning statement that accompanies the planning application considers the implication of Dundonald School not expanding in this context.

It would also be very helpful if you could provide the total number of children within the ward who are starting school in September 2012 (and the expected number for September 2013), in order to put these figures into context.

As explained previously, we do not plan places on the basis of wards. There were 2629 Merton resident children who applied by the closing date for 2012 entry.

Dear Sam Godfrey,

Thank you for your help, and for the useful information.

Could I please direct your attention to this part of my request (re
non-preference schools), which remains unanswered:

"in this case please list the name of the school and include the
distance from the child's home to the school"

Although I appreciate that 156 children would be a rather long list
of schools and distances, presumably if the list is limited to
those children residing in Dundonald ward then we'd be dealing with
quite a small number of children, so it shouldn't be an excessive
amount of information.

I'd emphasise that I'm not asking for the names or addresses of any
of the children (as this would clearly compromise their privacy).
The information in this kind of format would be fine:

Child #1, School Name, 1.8km
Child #2, Other School Name, 0.6km
Child #3, School Name, 2.4km
