Per the freedom of information Scotland act 2002 please supply me with the
following in electronic format:
1. The accountable person for undertaking the Due
Diligence reporting for RRA payments?
2. Please supply me with a copy of the Due Diligence report FINAL?
3. Please supply me with a copy of any amendments to the report.
4. Please advise to which bodies this due diligence report was submitted.

Dear Fleming Jill,
Thank you for your reply, if do due diligence was undertaken can you advise if there was a business case or another form of report undertaken to substantiate the business need for thrsr Payments? Can you supply such under FOISA?
Additionally please supply any and all correspondence between yourselves, Scottish Government and all trade unions and staff associations?

I am writing to request an internal review of Scottish Prison Service's handling of my FOI request 'Due Diligence RRA'.

As the SPS is funded by the public purse it is essential for value for money to be achieved, therefore before any recruitment and retention allowance should be approved, as this is a large amount of financial expenditure a due diligence report or business case or a ‘report’ whatever title you wish to give it, inclusive of the following type of information (provided as a guideline only) should be submitted for full consideration of viability before any decision is made.
▪ Statement of what is being studied, research or in this instance the RRA proposal
▪ Background and supporting documentation on the RRA proposal to substantiate the proposal. (Including but not limited to corporate reports, financial statements etc)
▪ Studies or findings, statistics, risk analysis and supporting information such as surveys, business need, trade union consultation, staffing reviews etc.
▪ SWOT analysis -- an overview of the strengths, weaknesses, opportunities and threats (corporate risk) associated with the RRA proposal
▪ Details about funding or financial obligations that might impact the terms of any RRA proposal.
It is this type of pre- approval report that I am seeking under FOISA.
Additionally you should be aware that as a designated authority under the act you have a legal requirement to assist the requestor, as educated and intelligent professionals, you will have a clear understanding of exactly what is being requested here, albeit you have chosen to play semantics.
