Due diligence in contracting security company to provide enforcement officers

Dear Peterborough City Council,

There has been adverse publicity concerning local authoroities contracting security companies to carry out enforcement such as Kingdom Security Group (KSG) who appeared on a BBC Panorama expose.

More recently the Council had contracted Carter security to act as Covid Marshalls and a fraud had been reported to Cambridgeshire police regarding the conduct of their staff.

Carter Security are again being used in a new role as enforcement enforcers and given powers.

The new role includes the security staff dealing with vulnerable persons on the street including drug addicts, alcoholics and prostitutes.

1. Can you confirm that all the officers employed by CSS Limited acting as enforcement officers have been fully vetted and have an up to date DBS check?

2. Have the Council seen copies of the DBS certificates?

3. An enhanced DBS would seem more appropriate, please confirm whether a risk assessment has been carried out and provide a copy to cover this aspect of the use of the security staff by Peterborough City Council and any measures in place to monitor and prevent any abuse of vulnerable persons by the security staff.

Request and Response

Our contracted staff are not subject to a DBS check. All officers hold a
SIA licence which provides reassurance of suitability. 

 

2.  Have the Council seen copies of the DBS certificates?
 

N/A - please refer to our response to Q1 

3. An enhanced DBS would seem more appropriate, please confirm whether a
risk assessment has been carried out and provide a copy to cover this
aspect of the use of the security staff by Peterborough City Council and
any measures in place to monitor and prevent any abuse of vulnerable
persons by the security staff.
 

A risk assessment was not undertaken prior to using contractors to deliver
enforcement services, this was due to measures being built into the
contract specification.
