Drugs,alcohol, and homless

I would like through the freedom of information act a full list of the following please.

1. how many registered drug addicts are there in clackmannanshire?

2. how many registered alcoholics are there in clackmannanshire.

3. how many homeless people are registered homeless in clackmannanshire? Also, its my belief that clacmannanshire his the highest percentage of homeless people in Scotland per capita, can you tell me where the money is found to keep these people, ie, is it taken from the council tax bill etc? As there is no new council houses being built, can you tell me if they are be kept (homeless people) in YMCA or bed and breakfast accomadation etc?

follows.

In relation to question 1 and question 2 where you request how many
registered addicts and alcoholics there are in Clackmannanshire, this
information is not held by the Council. You should approach Forth Valley
Health Board who should hold this information.

We will of course respond to question 3 which relates to homelessness.

Firstly please accept my apologies. The response sent to you on 21
December does not appear to have reached you.

Please find below the response from Clackmannanshire Council.

In respect of questions 1 and 2 they require to be answered by FV Health
Board as the council does not keep such a register.

Question 3:

In the 12 months to 30 September 2009 there were a total of 744
homelessness applications made to Clackmannanshire Council, with these
applications incorporating a total of 1190 people in their households.
This number of applications placed Clackmannanshire 5th, out of the 32
Scottish local authorities, in terms of homelessness applications per
capita.

Funding for the Council's Homelessness Service is mostly paid for through
the charges levied for temporary accommodation, which in turn is, in the
most part, recouped through subsidy paid for housing benefits by the
Department for Works and Pensions. Consequently, there is no actual net
cost to the Council for the provision of the Homelessness Service.

With regard to the temporary accommodation used by the Council, bed and
breakfast is used, although we do our utmost to avoid this. Additionally,
there are a range of other sources of accommodation used, including
dispersed Council stock, purpose adapted Council blocks, accommodation
leased from housing associations and from the private sector.
