NOT PROTECTIVELY MARKED

Dear Lizzie McCulloch

Request for information under the Freedom of Information Act 2000

Thank you for your emails received in this office on 19^th September 2017
and 29^th September 2017 requesting information on drug-related litter in
Bolton.

Please note that according to Section 5 (2) of the Freedom of Information
and Data protection (Appropriate limit and Fees) Regulations 2004 (the
“Fees Regulations”) a public authority may aggregate requests for the
purpose of determining cost of compliance if it receives two or more
requests for the same or similar information.

The Fees Regulations state that two or more requests to one public
authority can be aggregated for the purposes of calculating costs if:

 1. The requests are made by one person, or by different persons who
appear to the public authority to be acting in concert or in pursuance
of a campaign;

 2. The requests are for the same or similar information; and

 3. The subsequent requests are received by the public authority within 60
working days of the previous request.

The intention of this provision is to prevent individuals or organisations
evading the appropriate limit by dividing a request into smaller parts.
Therefore, in line with the Fees Regulations, Bolton Council has
aggregated your requests for the purpose of determining the cost of
compliance.

Further to this, unfortunately from your recent correspondence we are
unable to identify the information you have requested and we require some
further details from you in order to progress your request. In particular,
it would be useful to know exactly what you mean when you say “drug
related litter”.

Please use the references RFI 9884 and RFI 9920 in any further
correspondence.

Should you have any queries please contact [1][email address]

If no clarification is received within three months of the date of this
email, we will assume that you have decided not to pursue this request for
information and we will close the request.

Yours sincerely

Freedom of Information Team
