Driving offence statistics

The request was successful.

Dear Northamptonshire Police,

I am making this request under the Freedom of Information Act 2000. I am attempting to find which areas suffer the most from driving offences in the UK.

My questions are as follows:
1.) How many Fixed Penalty Notices has your police force handed out in 2019 and 2020 for:
a. exceeding the speed limit?
b. using a handheld mobile phone while driving a vehicle?
c. driving without insurance?
d. driving under the influence of alcohol/drugs?
e. disobeying parking regulations?
2.) How many accidents have there been for the year 2019 and 2020?

Yours faithfully,

Niklas Jakobsen

Dear Freedom of Information,

I am writing because I was anticipating a response by 18 January 2021. By law, a response should normally have been received by now. I understand the exceptional circumstances at the moment. When can I expect a response?

Yours faithfully,

RE: FREEDOM OF INFORMATION ACT 2000 - REQUEST FOR INFORMATION Our Ref: 007011/20

With reference to your e-mail received 16/12/2020 requesting information
reproduced below:

I am attempting to find which areas suffer the most from driving offences
in the UK.

My questions are as follows:

1)How many Fixed Penalty Notices has your police force handed out in 2019
and 2020 for:

a. exceeding the speed limit?

b. using a handheld mobile phone while driving a vehicle?

c. driving without insurance?

d. driving under the influence of alcohol/drugs?

e. disobeying parking regulations?

2.) How many accidents have there been for the year 2019 and 2020?

1)   a. I have to advise you that Northamptonshire Police is not obliged
to provide this information you have requested under the Freedom of
Information Act 2000. Please take this letter as a Refusal Notice to this
particular request.

Section 17 of the Freedom of Information Act 2000 requires
Northamptonshire Police, when refusing to provide such information
(because the information is exempt within the provisions of the Act) is
required to provide you, the applicant, with a Notice which:

a)      states the fact that an exemption has been applied

b)      specifies the exemption in question, and

c)      states why the exemption applies (if that would not otherwise be
apparent)

The statutory exemption applicable to the information not disclosed is as
follows:

Section 21 - Information reasonably accessible by other means

This is an Absolute Class Based Exemption and is therefore not subject to
a harm or public interest test.

The information you require is readily available from the Northamptonshire
Police website, About Us, On the roads

Information for Q1b-e is up to the end of November

1)   b. 2019-198    2020-105

c. 2019-1574 2020-1146

d. 2019-0        2020-0

e. 2019-230     2020-11

2)      2019-5071    2020-3168

Every effort is made to ensure that the figures presented are accurate and
complete. However, it is important to note that the data has been
extracted from a number of data sources used by forces for police
purposes. The detail collected to respond specifically to your request is
subject to the inaccuracies inherent in any large scale recording system.
As a consequence, care should be taken to ensure data collection processes
and their inevitable limitations are taken into account when interpreting
the data.

The figures provided therefore are our best interpretation of relevance of
data to your request, but you should be aware that the collation of
figures for ad hoc requests may have limitations and this should be taken
into account when the data is used.

If you decide to write an article / use the enclosed data we would ask you
to take into consideration the factors highlighted in this document so as
to not mislead members of the public or official bodies, or misrepresent
the relevance of the whole or any part of this disclosed material.

Due to the different methods of recording information across 43 forces, a
specific response from one constabulary should not be seen as an
indication of what information could be supplied (within cost) by another.
Systems used for recording these figures are not generic, nor are the
procedures used locally in capturing the data. For this reason responses
between forces may differ, and should not be used for comparative
purposes.

Northamptonshire Police provides a review and appeals procedure within the
terms of the Freedom of Information Act 2000. If you decide to make an
appeal and, having followed the full process you are still dissatisfied,
you will then have the right to direct your comments to the Information
Commissioner who will give due consideration to the matter. See Appendix
'a' attached.

Yours sincerely
