Dear Sadie Jones (0161 250 6889),

Thank you for providing the above information.

Sorry, I did not realize there were different names under which he was known. Do I need to make another FOIA request for disclosure of all the names GMC knows he used or is this information readily available to you now after this search?

I am a bit confused because I do not see GMC's judgment with erasure of Dr Morris Fraser from medical register. When was erasure done and how? Was it at a public GMC hearing, or as a result of criminal proceedings against him in a criminal court?

I accept redaction for a child's name without a problem, but I do not understand why other public proceedings have been redacted. Even if it is not about Dr Morris Fraser it is relevant to the arguments put forward in GMC's panel reasoning for their decision making. What is it in these other public hearings that prevented disclosure under FOIA?

Is it possible to reconsider my request (review), please, and see if there is anything more you can disclose?

Maybe, I am missing a point of some sort but I do not understand why there are so many people with titles on his hearings. Is it related to the political situation in Ireland or Northern Ireland at that time? May I make another FOIA request for disclosure of GMC documents on how were GMC disciplinary panels made up (assembled for a particular hearing) at that time i.e. time of his hearings?

So, in summary: please review your response for the relevant bit above and if you can, please, provide additional information under another FOIA request(s).

Yours sincerely,

Helen Bright

Dear Dr Bright

Your information access request F15/7777/SJ

Thank you for your email dated 25 November 2015 asking for information
relating to Dr Fraser. I’ve considered your request under the Freedom of
Information Act 2000 (FOIA). I’m sorry for the delay in providing this
response and any inconvenience caused.

1.    Do I need to make another FOIA request for disclosure of all the
names GMC knows he used or is this information readily available to you
now after this search?

The GMC Medical Register shows his registered name was Dr Roderick
Morrison Fraser.

2.    When was erasure done and how? Was it at a public GMC hearing, or as
a result of criminal proceedings against him in a criminal court?

Dr Fraser was granted voluntary erasure on the 19 December 1995.

3.    Why there are so many people with titles on his hearings. Is it
related to the political situation in Ireland or Northern Ireland at that
time? May I make another FOIA request for disclosure of GMC documents on
how were GMC disciplinary panels made up (assembled for a particular
hearing) at that time i.e. time of his hearings?

I am sorry but we don’t hold information in relation to the selection of
the GMC disciplinary panels at the time of Dr Fraser’s hearings.

Dear Mr Graves,

These hearings were some time ago and I presume that format may have been different.

I am not sure if I understand it correctly: Are the minutes of the meeting disclosed to me of several different doctors when they were considered from disciplinary point of view at the same meeting?

In other words: one meeting but several cases dealt with?

If that is the case I am not interested in further disclosures of redacted parts.

Yours sincerely,

Helen Bright

Dear Dr Bright

Thank you for your email dated 6 February.

I am sorry but I can’t confirm whether Patrick Mayhew was at Dr Fraser’s
hearing.

The only information that we held about the legal assessor from the
hearing was that their initials and surname were P.B.B Mayhew.

Dear Ms Jones,

Thank you very much for your additional reply.

This concludes my FOIA request.

Dear Ms Jones ,

Patrick Barnabas Burke Mayhew QC did sit on Dr Morris Fraser hearing. There was only one barrister with that name in 1974. Perhaps, you could file this FOIA request in Dr Morris Fraser file so that GMC have relevant information to hand? Mr Mayhew became Attorney General for England and Wales and Secretary of State for Northern Ireland.

It is interesting to what lengths establishment went to protect a paedophile, a member of Paedophile Information Exchange to which important politicians also belonged. Paedophile MPs have been protected by Chief Whips of the parties as that way they say they could make them do what they wanted. Like a blackmail waiting in the shadows. Like when GMC accepts doctors who have live complaints against them at GMC to sit on Fitness to Practice hearings and judge other doctors. Remember, Dr Gwen Adshead? She had complaints against her when she joined GMC and there were others too.

Yours sincerely,

Helen Bright
