'2. [2[ On 6 March 2019 you emailed falsified training certificates, set out in Schedule 2, to SELDOC Healthcare as evidence that you had successfully completed the mandatory training specified on the dates stated in the certificates which was untrue. Admitted and found proved

3. You knew that the training certificates specified in Schedules 1 and 2 were false because you had:

a. not successfully completed the training specified on the dates stated in the certificates; Admitted and found proved

b. created the false certificates by amending certificates which had been issued to others. Admitted and found proved

40. Taking account of the above, the Tribunal determined that Dr Cohen’s deliberate, calculated and repeatedly dishonest conduct in falsifying certificates was so serious that public confidence in the profession would be significantly undermined and that there would be a failure to uphold standards of professional conduct if a finding of impairment was not made.'
