I write further to previous correspondance with a response under the
Freedom of Information Act 2000.
In order to be as helpful as possible I have not been overly literal in
interpreting your request for a ‘final report,’ since we do not hold a
document of the kind you describe.
However, Dr Psaroudakis was suspended by a Medical Practioners Tribunal
(MPT). The determination in respect of this decision is available on Dr
Psaroudakis’ entry on the [1]List of Registered Medical Practioners. It is
this file which documents the decision that was taken.
If you search his name (if the above link doesn’t work to get to the
register just search ‘LRMP’ on a search engine and it will be the first
search result) and then click it, then doctor’s history, then open the
word file for the hearing of 14 December it will show you the
determination which explains how the decision the MPT took.
Even though I’ve directed you to where the information is, because I have
not provided it directly, I am obliged to quote a Freedom of Information
Act exemption.
Section 21 of the FOIA applies where the information is already reasonably
accessible to the requester, even where a charge may be applicable.

As you can see from the determination, the tribunal did not order a review hearing. Where tribunals do not order a hearing, the GMC takes a decision as to whether or not itself direct one. This isn't a report, I'd characterise it as a decision, which we take in line with our publicly available 'Guidance for assistant registrars on making decisions in relation to a doctor subject to restricted registration.' It’s the only thing that is remotely like the kind of information you requested.

I cannot provide a copy of the decision as it would breach data protection
legislation to give this to you.
We believe it’s reasonable for doctors and complainants to expect that
complaints will be treated as confidential. If a case progresses to a
hearing, or an investigation concludes with a warning or undertakings,
certain information may be made publicly available by the GMC, in line
with our publication and disclosure policy for fitness to practise
information. This is why the MPT decision is public. Otherwise the
information is treated as the confidential personal data of the doctor and
other parties involved. I’ve given details of the exemption under the FOIA
which applies below.
The exemption
Section 40(2), by virtue of section 40(3A)(a)
This exemption applies where the information is the personal data of a
third party and where releasing the information would breach any of the
principles relating to the processing of personal data listed at Article 5
of the General Data Protection Regulation (GDPR). In this instance
disclosure would breach the first principle, which requires the processing
of information to be lawful, fair and transparent. I do not believe that
any of the legal bases for processing listed at Article 6 of the GDPR are
met and therefore giving you the information would be unlawful.
Other information
If the GMC had ordered a review hearing, it would be listed at the
appropriate time in the upcoming list of hearings on the MPTS website
[1]here. Given that it would be easy to check this website every day until
the suspension ends and on that day if none had been identified, conclude
that the GMC did not order a review, I can confirm that this is indeed the
decision that we took. I hope this is helpful.
