Thank you for this response.

Under your duty for assistance can you please clarify the sentence: 'The data doesn't show if the individual was arrested for an arrestable offence as well as detained under the Mental Health Act.'

The simpler reading is that some of the 59 individuals detained in a police custody suite under the MHA (found with a search of NSPIS for Arrest Offence was set to equal 'Mental Health Act) may have been arrested for an arrestable offence as well.

However, there's a possibility for this sentence to mean instead that some individuals detained in a police custody suite under the MHA, but arrested for an arrestable offence, would not be included in the data as the arrestable offence would be what is recorded in NSPIS instead of the MHA.

Can you please confirm that the first reading is correct and/or provide any further explanation to clarify this.

Yes - this point is correct.

No, this report contains all those arrested under the Mental Health Act
even if they were also arrested for another arrest offence reason during

While I am thankful for and very much appreciate the information that has been provided and the following clarification, both promptly, there's one aspect of my request that has been ignored.

I requested the data to be broken down 'per borough', but the data was provided for all the boroughs combined and no exemption was mentioned justifying not including this breakdown.

Also, I understand that by sending the response electronically as a PDF you are complying with the FoI act, however it would be helpful if, as you used to do for most responses that are numerical data, the information could be provided in Excel format.

In accordance with The code of Practice (Freedom of Information Act 2000,
section 45), I would like to advise you that this complaint process
provides a fair and thorough review of handling issues and of decisions
taken in pursuant to the Act.  This enables a fresh decision to be taken
on a reconsideration of all the factors relevant to the points you have
raised.
The Metropolitan Police Service (MPS) has completed its review and has
decided to:

* Vary the original decision

REASON FOR DECISION
To conduct this review, I have made fresh enquiries within the Directorate
of Information Reporting Services Helpdesk and the Information Manager for
TP Capability and Support.
On conducting my enquiries, we are able to provide you the requested
information in full and as requested in excel format.
Please find attached the data originally provided to you on the 6th June
2013 now in excel format and please also find attached data broken down by
the arresting officer's borough command unit name (per borough).  
The review takes note of your comments "I requested the data to be broken
down 'per borough', but the data was provided for all the boroughs
combined and no exemption was mentioned justifying not including this
breakdown".  I have made enquiries with the Information Manager for TP
capability and support.  My enquiries reveal that there appears to have
been an oversight on the borough breakdowns.   I would like to take this
opportunity to apologise to you for the delay you have experienced in us
responding to your request in full and for any inconvenience caused by our
failure to process your request correctly due to an oversight.  I hope to
reassure you that the MPS works hard to promote good practice in regards
to the processing of requests.
