Waiting for an internal review by Wigan Metropolitan Borough Council of their handling of this request.

Dear Wigan Metropolitan Borough Council,

1) I believe that Hill Street,Leigh,WN7 4DT is an unadopted street.Is that correct?

2) There are double yellow lines on both sides of this street.Did Wigan MBC paint these double yellow lines? Is there a Traffic Regulation Order?

3) If there is no traffic regulation order, are these double yellow lines unenforceable.

4) If Wigan MBC did not paint these double yellow lines then who did paint them?

5) What action(if any) will Wigan MBC take?

|The land owner has recently introduced a series of bollards which the |
|double yellow lines now sit behind. Wigan Council has been liaising with|
|the land owners and propose to realign the double yellow lines to follow|
|the new line of bollards. The Traffic Regulation Order remains |
|unaffected and does not need to be amended. |

When was the Traffic Regulation Order put into force.

Do Wigan MBC normally paint double yellow lines in unadopted streets?

Who has paid for the double yellow lines in unadopted street known as Hill street,Leigh and how much did it cost?

I shall ask again.Are these double yellow lines in the unadopted street,known as Hill Street,Leigh,owned,as you say by the landowner,unenforecable? Yes they are enforcable OR No they are not enforceable

Who is the landowner?

To obtain land owner details a formal request would need to be submitted

Does the landowner own Hill Street,Leigh?  When did the landowner purchase
Hill Street, Leigh?

Land Registry would be the best organisation to contact regarding land
ownership and purchase dates.

 

Does the landowner need permission to erect the Bollards that have been
permanently fixed on the street known as Hill Street,Leigh?

The landowner would not need permission from the Council to erect street
furniture on their land. The landowner would be liable for any street
furniture installed on their land.

 

Has the landowner, if needed, applied for permission to erect these
bollards situated in Hill Street, Leigh?

 

The landowner did not need to apply for planning consent therefore there
is no planning application number

 

If consent/permission is needed and the landowner has applied for planning
consent/permission then what is the application number?

 

If planning is needed and the landowner has not applied for planning
consent/permission,what will Wigan MBC do to remedy it?

 

Planning consent was not needed to install the bollards therefore Wigan
Council propose to take no further action
