Thanks for your response. I'm not really getting the confidence I am seeking that this result is accurate, impartial, and properly representative. The statement seems very unlikely given that crime detection is down to 16%. A proper study would have ensured that there was no bias, and would have ensured that the sample selected was representative, so that for example, 16% of the sample had a successful outcome.
Additionally most organisations hold data electronically these days and the data I am asking for should be available with a few mouse clicks.

So inability to answer indicates that this survey has not been carried out properly and should not be trusted. I will wait to see if you are able to answer these concerns before marking this question as unanswered.
