You have today submitted 10 separate requests in relation to door staff at various premises, who have been charged with an offence against a member of the public.

Under the Freedom of Information Act 2000, Section 12(4) of the Act, where two or more requests for information are made by one person, (or by different persons who appear to be working in concert) where the requests relate, to any extent, to the same or similar information and are received within 60 working days of each other, the requests may be aggregated for the purposes of calculating costs. This means the estimated cost of complying with each request may be added together and if the total exceeds the appropriate limit (18 hours) then the requests may be refused in pursuance of Section 12.

As you have submitted 10 requests at the same time, within 60 days and they are similar in nature, these requests will be aggregated together and would therefore exceed the 18 hour cost limit, set by the Secretary of State, under the FOI Act.

In response to your previous FOI response, F-2015-03156 an over cost response was issued and stated that subject to any relevant exemptions, it may be possible to retrieve information in relation to one particular set of premises within the 18 hour (£450) cost limit.

Can you please indicate which one of your requests you would like PSNI to respond to within the 18 hour cost limit. Please note that under the FOI Act you must allow 60 days before submitting a further request of a similar nature.

Thank you for your further enquiry.

Under FOI Legislation, the cost limit for retrieval of information is 18
hours (£450) as set by the Secretary of State and currently your
aggregated requests would exceed this limit.

However, as previously advised it may be possible to retrieve information
in relation to one of your requests within the cost limit, subject to any
relevant exemptions. This is dependent on what information is retrieved ie
one set of premises may have more incidents than another set of premises
and therefore there could be more information to trawl through to respond
to your request.

PSNI process FOI requests in compliance with FOI Legislation and this is
the only course of action I can think of that may assist you.

If you wish to identify which request you would like to receive
information for, I can arrange to progress this for you.

I write in connection with your request for information dated December 28, 2015 which was received by the Police Service of Northern Ireland (PSNI) on December 29, 2015. I note you seek access to the following information:

Complaints Against Time Bar Door Staff

This request will be dealt with under the terms of the Freedom of Information Act 2000. A response should be sent to you within 20 working days. The Freedom of Information team will advise you in writing if there are any delays in responding to your request and will keep you advised of progress.

In the event where the cost of complying with the request would exceed the "appropriate level", which is fixed at £450, as stated in the Freedom of Information Regulations 2004, it is the policy of the PSNI to close the request. You will however be notified of this decision and given an opportunity to refine and resubmit the request.

If your request requires either full or partial transference to another public authority in order to answer your query, again, you will be notified.
If you have any queries regarding your request please write or contact the Freedom of Information Team on 028 9070 0164. Please remember to quote the reference number listed above in any future communications with the Freedom of Information Team.
