I am writing to request information on how the College considers small donations to local organisations.

These may be the responsibility of a specific committee (not necessarily called Donations Committee) or they may be addressed by a general committee (which may be called General Purposes Committee, Internal Committee, or another name).

If you have a specific committee which considers donations, please provide its most recent minutes.

If you have a general committee which considers donations, please provide the most recent decision on donations from its minutes.

I am also requesting any criteria or guidelines for eligibility and any criteria or guidelines which the College uses in making decisions on requests for donations.

Dear William Crowe,
 
Thank you for your email of 19 April which we have handled under the
Freedom of Information Act.
 
You enquired about the handling of small donations to local organisations.
We consider these on a case-by-case basis and would not usually take them
through a Committee, hence I am afraid we do not hold minutes of any
discussions. However, I can respond as follows to your questions:
 

• If you have a specific committee which considers donations, please
provide its most recent minutes. St Antony’s College has no specific
Committee that considers donations the College might be asked to make.
• If you have a general committee which considers donations, please
provide the most recent decision on donations from its minutes. The
College has a general committee called the Management Executive Team.
However, this committee would not usually consider requests for
donations from local organisations for consideration. Any such
requests are first reviewed by the Bursar (and then potentially with
the Warden and Accountant) and measured against the College’s
charitable objects as laid out in the College Charter which are
outlined below:

 

 a. To provide men and women who are members of the University of Oxford
with a College wherein they may work for higher degrees in the
University of Oxford or engage in academic research especially in the
disciplines of the social sciences and the humanities and a range of
other subject areas as approved by the Governing Body.

 

 a. To do all other such things as are incidental or conducive to
advancing education and academic research in Oxford or elsewhere.
Provided always that the College shall not be deemed to be a body
formed for the purpose of carrying on a business which has for its
object the acquisition of gain either by itself or by the individual
members thereof.

 
It is extremely rare for a request to be in line with the College’s
objects and for this reason, we do not usually provide financial support
to any other organisations.
 

• I am also requesting any criteria or guidelines for eligibility and
any criteria or guidelines which the College uses in making decisions
on requests for donations.  The College’s Objects, described above,
are the sole criteria for considering any requests for financial
support from other organisations.
